NCRPO chief: Cops who killed Kian 'most probably liable' based on CCTV footage


National Capital Region Police Office (NCRPO) chief Director Oscar Albayalde on Saturday said Caloocan City policemen who killed 17-year-old Kian Loyd delos Santos seemed guilty, based on a CCTV camera footage obtained by the teenager's family.

"Nakita ko lang po kasi iyan sa TV no, 'di pa natin nakita 'yung talagang footage na 'yan. Kung talagang sila po, talagang parang most probably may pananagutan itong ating mga kapulisan," Albayalde said in a radio dzBB interview.

The three policemen involved in the killing of Delos Santos during an anti-illegal drugs operations have been relieved from their posts.

The NCRPO chief said the Regional Investigation and Detective Management Division and Philippine National Police-Internal Affairs Service (IAS) have started a probe on the incident.

Albayalde said during the interview that the IAS will get a copy of the video footage from Barangay 160 for review.

"Kung ako po personally, wala po kong kopya. But I'm sure 'yung ating IAS, ang ating investigation division ay hihingi po niyan," Albayalde said.

The footage shows one of the policemen carrying Delos Santos with an arm around the teenager's neck.

Minutes later, Delos Santos was shot dead by policemen, who claimed that the teenager pulled out a .45 pistol and shot them as he was trying to escape.

Two women claimed seeing policemen forcing Delos Santos to hold a gun and run.

The teenager's father, Zaldy, claimed that the policemen blindfolded his son and shot him. He said the policemen also forced his son to name drug pushers in their area.

Justice Secretary Vitaliano Aguirre II has ordered the National Bureau of Investigation to conduct a parallel investigation into the teenager's killing. —Anna Felicia Bajo/ALG, GMA News
