3 ‘euro generals’ affected by PNP revamp

MANILA, Philippines - Three so-called euro generals are set to have new positions within the Philippine National Police (PNP). A PNP official however said the movement has nothing to do with the controversial trip to Russia by seven ranking police officials wherein one of them, retired police comptroller Director Eliseo dela Cruz, was briefly held in a Moscow airport for carrying excessive amount of euros. “It’s a normal movement within the PNP,” said PNP spokesman Chief Superintendent Nicanor Bartolome. The “euro generals” who will be affected by the revamp are Deputy Director General Emmanuel Carta, Deputy Director General Ismael Rafanan, and Police Director German Doria. Bartolome said the revamp was a result of the placement of Carta, the PNP deputy chief for administration, into a non-duty status. He said Carta decided to avail of non-duty status to give way for other younger officers to assume top positions in the police force. “General Carta actually wants to prepare for his retirement,” said Bartolome. Replacing Carta as PNP deputy chief for administration is Deputy Director General Ismael Rafanan, who was also part of the controversial PNP delegation in the Interpol assembly in Russia last month. Doria, on the other hand, has been appointed as the new head of the PNP directorate for police communist relations (DPCR), replacing Police Director Leopoldo Bataoil, who has been chosen to takeover the leadership of the National Capital Region Police Office (NCRPO) Police Director Jefferson Soriano. Soriano has been named chief of the directorial staff of the PNP currently being occupied by Deputy Director General Geary Barias, has been appointed as the new PNP deputy chief for operations, the number three position in the organization. Chief Superintendent Sukarno Ikbal, meanwhile, will replace Doria as the chief of the PNP directorate for human resources and doctrine development. Senior Superintendent Lina Sarmiento, head of the PNP human rights office, will replace Ikbala as chief of the police community relations group. - GMANews.TV
