Govt employees to receive 13th month pay, cash gift starting Nov. 15


Government officials and employees will receive the remaining half of their 13th month pay and cash gift for the upcoming holiday season starting November 15, the Department of Budget and Management (DBM) said Friday. Under Budget Circular No. 2010-1, issued April 28, 2010, government officials and employees are entitled to a year-end bonus equivalent to one month of pay and a cash gift of P5,000. They have received half of the bonus and the cash gift early this year so they will receive the remaining half starting November 15, said DBM Secretary Florencio "Butch" Abad. "Ang mga ahensya ay naghahanda na nga para dito kasi ang bonus na yan, narelease na yan sa lahat ng ahensya ng ating gobyerno (Agencies are already preparing for this because these bonuses have already been released to government agencies)," Abad said in an interview over GMA News' Unang Hirit.
Covered by the circular are the following:

  • Civilian government personnel occupying regular, contractual, or casual positions; appointive or elective; and rendering services on full time or part time basis;
  • Military personnel of the Armed Forces of the philippines, Department of National Defense, and uniformed personnel of the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail and Management Penology under the Department of Interior and Local Government; Philippine Coast Guard; and the National Mapping and Resource Information Authority; and
  • Barangay officials and employees. Those excluded fom the circular are the following:
  • Consultants and experts hired for a limited time period to perform specific activities or services;
  • Laborers hired through job contracts (pakyaw) and those paid on piecework basis
  • Student laborers and apprentices; and
  • Individuals or groups of people whose services are engaged through job orders, contracts of services, or others similarly situated. The circular said the year-end bonus and cash gift shall be granted to government personnel who have rendered at least four months of service from January 1 to October 31. Government personnel who have served for at least four months but have retired or were "separated without cause" before October 31 will get proportionate shares of the balance of the year end bonus and cash gift. Meanwhile, personnel who rendered less than four months of service as of October 31 will receive only pro-rated amounts of the cash gift, the circular said. In an interview Thursday night, Abad said the cash gift for President Benigno "Noynoy" Aquino III will also be the same amount as the rest of the government employees. The funds for the bonuses and cash gifts for national government agencies will be sourced from the national budget; those for government owned and controlled corporations and government financial institutions will be sourced from their corporate funds; and local government units' source will be their own funds. — RSJ, GMANews.TV
