PNoy names new envoy to ASEAN-HR commish


Former Ambassador Rosario Manalo is the new Philippine representative to the Association of Southeast Asian Nations (ASEAN) Intergovernmental Commission on Human Rights, deputy presidential spokesperson Abigail Valte said on Sunday, reflecting on the appointment made by President Benigno Aquino III. In an interview on government-run Radyo ng Bayan, Valte, also announced the appointments of Masideng Marohombsar Salic as director IV of the National Commission on Muslim Filipinos, and Arian Mangelen as acting director II of the Land Transportation Office. The President also promoted police superintendents Albert Austria, Arnulfo Cuison Billote, Sotero de Guzman Ramos, and Eugenio Belarmino Paguirigan to senior superintendent. A former Foreign Affairs undersecretary, Manalo is the module director of the National and International Political Dimension of the Masters on National Security Administration Program of the National Defense College of the Philippines. Recently appointed as the Philippine governor to the board of governors of the Asia-Europe Foundation in Singapore, Manalo is a Fellow of the Strategic Studies Group of the National Defense College of the Philippines, Department of National Defense, and a lecturer at the Foreign Service Institute of the Department of Foreign Affairs. In her 40-year diplomatic career, Manalo served as secretary-general for United Nations Educational, Scientific and Cultural Organization (UNESCO)-National Commission of the Philippines and director general of the ASEAN-Philippines in which she had a hand in drafting the ASEAN Charter. She was designated as the Philippine Ambassador to the United Kingdom, Sweden, Norway, Denmark, Finland, Estonia, Latvia, Lithuania, France, Portugal, Belgium, Luxembourg, as well as the European Economic Community and UNESCO in Paris. BCDA appointments Valte also confirmed the appointments of Bases Conversion and Development Authority (BCDA) chairman Felicito Payumo and BCDA president and CEO Arnel Paciano Casanova. Payumo, a former Bataan congressman and former chairman of the Subic Bay Metropolitan Authority, would a serve his term until April 2016, while the term of Casanova, the current BCDA general counsel, is co-terminus with the term of President Aquino. Also named to the BCDA board are Casanova, former Trade Undersecretary Zorayda Amelia Alonzo and Maria Aurora Geotina-Garcia. Both will be serving their term until April 2016. Elmar Gomez and former Philippine Navy commander Ferdinand Golez were also appointed to the BCDA board until April 2016. President Aquino also appointed Felipe Gerardo Mallari and James Koch to replace Nestor Mangio and Rafael Lazatin, respectively, to the board of directors of the Clark International Airport Corp.
