62 party-list groups delisted from May 2013 polls

At least 62 party-list groups will not be joining the 2013 national polls after the Commission on Elections (Comelec) decided to delist them. In an April 27 resolution, the Comelec en banc said these party-list groups either failed to obtain the needed number of votes in the two preceding elections they participated in or have been denied registration “with finality” by the Comelec or the Supreme Court (SC). The party-list system has been criticized in the past for allowing its abuse by individuals seeking a congressional seat even if they do not represent marginalized sectors.   Section 6 (8) of the Omnibus Election Code states that the poll body may motu proprio remove or cancel the registration of any national, regional, or sectoral party, organization, or coalition on a number of grounds. One of these includes the “failure to participate in the last two preceding elections or [failure] to obtain at least two percent of the votes cast under the party-list system in the two preceding elections for the constituency in which it has registered.” According to Comelec Resolution 9412, the following were deleted from the list of registered parties, coalitions, or organizations for failure to obtain a sufficient number of votes in the two preceding elections: 1. 1-Angat Ka Pilipino (1-AK) Registered: January 16, 2007 Votes garnered in 2007: 0.19 percent Votes garnered in 2010: 0.11 percent 2. However, the poll body said it will await the final resolution of the SC in the case of the Alliance of Barangay Concerns (ABC) party-list.
