LPA off Surigao dissolves, but rain still expected

A low-pressure area (LPA) off Surigao dissolved early Tuesday, but state weather forecasters still warned of possible flash floods and landslides in Eastern Visayas and Bicol.

"The LPA may have dissipated, but the ITCZ will continue to affect Visayas and Mindanao and will bring light to moderate rainshowers and thunderstorms becoming heavy in Bicol region and eastern Visayas today," explained GMA resident meteorologist Nathaniel "Mang Tani" Cruz.
24-hour rainfall forecast ending 6 a.m., Nov. 14
"Yung binabantayan nating LPA, nalusaw na. Ang ITCZ na lang ang nakakaapekto sa Visayas at Mindanao, at ang amihan ang nakakaapekto sa Northern and Eastern Luzon," said PAGASA forecaster Samuel Duran said in an interview on dzBB radio.

But he said the rain from the northeast monsoon will be intermittent.

Duran also said that, while another LPA has been spotted near the Philippines, it is west of Palawan and outside the Philippine Area of Responsibility (PAR).

"Ito ay nasa labas ng PAR at palayo ng ating bansa," he said, adding its track shows it is moving toward China.

Flash floods, landslides

In its 5 a.m. bulletin, PAGASA said Eastern Visayas and Bicol will be cloudy, with moderate to heavy rain showers and thunderstorms which may trigger flash floods and landslides.

Metro Manila, Palawan, the rest of Visayas and Mindanao will have occasional light to moderate rain showers and thunderstorms.

Cagayan Valley and the provinces of Aurora and Quezon will have light rain while the rest of Luzon will be partly cloudy with isolated brief rain showers or thunderstorms mostly in the afternoon or evening.

PAGASA said moderate to strong winds blowing from the northeast will prevail over Luzon and Eastern Visayas and the coastal waters along these areas will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the northeast to east with slight to moderate seas.

Gale warning

Meanwhile, PAGASA said strong to gale-force winds associated with the northeast monsoon may affect the northern seaboard of Northern Luzon.

"Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it said. — TJD, GMA News
