Cavite irrigation dam breaks: 2 dead, 3 missing


(Updated 4:06 p.m.) - At least two people were killed after a Cavite irrigation dam broke, releasing a heavy volume of water towards Manila Bay.

The two died in Tanza, Cavite, said Vicente Tomazar, director of the Office of Civil Defense-Calabarzon.

"Sa Tanza, may irrigation dam. Dalawa ang inanod at isa ang recovered," Cavite Governor Jonvic Remulla said in an interview on dzBB radio, referring to the Tres Cruses Dam, a Spanish-era irrigation dam in Tanza.

Remulla said a certain Dome Gamban, 34, was confirmed dead after two houses were swept when the dam breached around 8 a.m.
 
Gamban's neighbor Johnny Gonzales, 15, remains missing.
 
"Three meters nung dam ang nag-breach. Dalawang bahay ang inanod," Remulla told GMA News Online over the phone.

Remulla said they will check the dam once the raining stops and wait for the decision of the National Irrigation Administration which has jurisdiction over it.
 
He also said 90 percent of Cavite remains flooded but the water is now starting to subside.
 
A tweet by GMA TV reporter Julius Segovia showed knee-deep floodwaters in Barangay Julugan in Tanza, with residents braving continuous rains.

 

An unidentified person was also reported dead in Noveleta due to drowning, according to Remulla.
 
Meanwhile, the National Disaster Risk Reduction and Management Council said one was killed while two are missing in Northern Luzon as of 6 a.m. Monday.

The NDRRMC recorded one vehicular accident in Apayao, six landslides in Abra, and an incident involving tourists trapped in a cave in Sagada in Mountain Province. 
 
In its 6 a.m. report, the NDRRMC identified the fatality as Franco Cawayan, 30, who died in a vehicular accident at 2 p.m. Sunday in Sitio Caliat, Lenneng, Cabugao in Apayao.
 
Nine were seriously injured in the accident, it added.
 
Missing are Rosalino Calantay, 30, who was crossing Damangil River in Barangay Amtuagan in Tubo, Abra; and Monching Bakidan, 20, who tried to cross Chico River at Sitio Pampang, Brgy. Samoki, Bontoc in Mountain Province.
 
At least 559 families or 2,588 people were affected in Ilocos, Metro Manila, and Cordillera.
 
Roads, floods
 
At least 28 roads were affected in Central Luzon, Calabarzon, Metro Manila, and Cordillera as of 8 a.m. 
 
Flooded were several areas in Ilocos Norte, Ilocos Sur, Pampanga, Bataan, Zambales, Laguna, and Cavite, as well as Metro Manila
 
Canceled flights
 
The Department of Transportation and Communications said at least two flights were canceled due to bad weather. These included:
 
  • 5J-153 Manila to San Jose, Mindoro
  • 5J-154 San Jose, Mindoro to Manila
