HPG chief to motorists: Take videos while being apprehended


Highway Patrol Group director Chief Superintendent Arnold Gunnacao on Monday encouraged motorists to take a video should they be apprehended by a traffic cop.
 
At the #KasiTraffic Forum of IMReady and GMA News Online, Gunnacao said taking videos during traffic citation situations would help determine if the HPG personnel followed the proper process.
 
"Sa HPG ine-encourage po sila (motorists) na kapag hinuhuli sila, kukuhanan ng video o ng picture dahil 'yun po ang nagdodokumento ng tamang proseso na ginagawa ng pulis natin o ng maling proseso," he said.
 
He added that through the videos, "Kung may mali, iko-correct natin. Kung tama, the better."
 
Gunnacao also said that it is better to have evidence should a motorist decide to file a complaint against a traffic cop.
 
"Kung may defect man 'yung ginawa [at] mag-file ng complaint [ang motorista], at least nandoon pa rin 'yung ebidensya, 'di na maitago 'yun," he said.
 
Some motorists have taken to recording incidents through their smartphones, normally posting the video or photo on social media, where they air their grievances or praise.
 
In a recent incident of an alleged extortion involving a traffic constable from the Metropolitan Manila Development Authority (MMDA), the agency's chairman Francis Tolentino said the car owner who recorded the "transaction" may also be held liable.
 
"Sa ganu'ng entrapment ay may violation din po ang nag-entrap. Mayroon tayong Anti-Wiretapping Law. May provision sa batas na ang nag-o-offer ay liable din po iyan. Puwedeng maghabol ang na-entrap na enforcers," he said.  — ELR, GMA News
