House officially junks impeach rap vs. Duterte


The House of Representatives on Tuesday officially dismissed the impeachment complaint against President Rodrigo Duterte.

With a vote of 217-4-0, the House adopted Resolution 1015 of the Committee on Justice, which earlier junked the impeachment rap, filed by Magdalo Rep. Gary Alejano. 

Among those who opposed the approval of the committee report were Alejano, and his colleagues in the Magnificent 7 bloc, namely: Albay Rep. Edcel Lagman, Ifugao Rep. Teddy Baguilat, and Akbayan Rep. Tom Villarin.

With its approval, Duterte is immune from any other impeachment bid for a year, or until May 9, 2018.

The House Justice panel found the complaint sufficient in form but insufficient in substance.

In its report, it said it rejected the impeachment bid due to Alejano’s lack of personal knowledge in his allegations against the President.

They also recommended an amendment to the Rules of Procedure in Impeachment Proceedings, to “explicitly allow” the dismissal of an impeachment complaint based on insufficiency in form.

Current rules provide that the Justice committee may only decide whether to junk an impeachment bid after assessing sufficiency in substance. — RSJ, GMA News
