Teams start damage and losses assessment in Marawi


Task Force Bangon Marawi (TFBM) sent out Monday five teams composed of various national and local government agencies to assess the 24 barangays in war-torn Marawi City.

In a press statement, TFBM spokesperson Kristoffer James Purisima said the Office of Civil Defense will lead the post-conflict needs assessment (PCNA) teams which has a total of 145 members.

Purisima said the teams left the National Emergency Operations Center (NEOC) in Iligan City Monday morning to assess the damage and losses incurred due to the ongoing conflict.

Each team was assigned to assess a number of barangays declared cleared by the Armed Forces of the Philippines and which are referred to as Zones 0 to 12.

Before the field deployment, security briefings, and re-orientations on the PCNA process were conducted at the NEOC on October 14 and 15.

The teams are expected to complete their field deployment, including data analysis, consolidation, and report development on October 27.

Purisima said the damage and losses assessment (DALA) in uncleared areas identified as Zones 13 to 17 will start immediately once the AFP’s clearing operations are completed.  

The Human Resource Needs Analysis (HRNA) as part of the PCNA was already completed as early as August. TFBM awaited for the clearance from the AFP in order to proceed with the DALA.

While the conflict was ongoing, TFBM focused on providing assistance for the internally displaced persons (IDPs), both home-based and in evacuation centers.

The members of PCNA were Department of Science and Technology, Department of Trade Industry, Department of Education, Department of Social Welfare and Development, Department of Public Works and Highways, Housing and Urban Development Coordinating Council, Department of Information and Communication Technology, National Economic and Development Authority, Department of Environment and Natural Resources, Technical Education and Skills Development Authority, National Electrification Authority, National Housing Authority, Housing and Land Use Regulatory Board, Local Water Utilities Administration, and Marawi City government. — Amita Legaspi/RSJ, GMA News
