Bello: Boracay business owners can’t lay off workers without just cause


Labor Secretary Silvestre Bello III on Monday warned employers in Boracay Island that they cannot lay off workers because of the six-month closure order of the government.

Bello told Super Radyo dzBB in an interview that employers need to have just cause to lay off workers.

He also said that workers who will be laid off should receive separation pays from their employers.

"Sinabi ko na walang tanggalan at kung may tanggalan dapat may separation pay at saka may dahilan," Bello said.

"Kailangan may valid reason. 'Yan namang closure ay temporary naman eh," he added.

During the interview, Bello was informed about news that at least 280 newly-hired workers have been laid off by a hotel chain in anticipation of zero bookings due to the six-month closure, which will start on April 26.

The date of the closure comes a day before the annual LaBoracay, a summer party event on the island resort that usually lasts until May 1 or Labor Day.

Bello said the Department of Labor and Employment will look into the report. He said the department should be informed by the managements before implementing a mass lay off.

The secretary, meanwhile, said the hotel management would not be liable if the laid off workers are not yet regular employees.

If not, he said the hotel management would be liable for illegal dismissal and will be ordered by DOLE to reinstate the workers.

During the interview, Bello assured that the government will provide work for those who will be displaced by the six-month closure.

The Department of Social Welfare and Development will set up two operation centers, where affected workers and residents can avail of cash aids and other services. —ALG, GMA News
