Albayalde says Duterte promised not to meddle in PNP affairs


Incoming Philippine National Police (PNP) chief Director Oscar Albayalde said that President Rodrigo Duterte has assured him that he will not meddle in the affairs of the 190,000-strong police organization.

Albayalde, who is set to take over the helm of the PNP on Thursday, said that Duterte's only advice to him was to "do what is right."

"Ang sabi niya, just do what is right. He will not meddle with our organization, with our decisions, he'll not meddle with any positioning lalung-lalo na sa loob ng PNP," he said in an interview on Bandila on Wednesday night.

Albayalde, a native of San Fernando City, Pampanga, graduated cum laude of Philippine Military Academy Class of 1986. He started his career in public service when he joined the Philippine Constabulary Special Action Force on June 23, 1986.

Before he was promoted to his current rank two-star general, Albayalde has served as the Pampanga Provincial Police Office chief and deputy director of the National Capital Region Police Office's Directorate for Plans.

During his stint at the NCRPO, Albayalde sacked a number of policemen and officials including the 1,000 police personnel of Caloocan City Police. In his bid to cleanse the police force from erring personnel, he conducted surprise visits to police stations around Metro Manila even in the wee hours.

The visits led to the relief of chiefs of police of Pasay City and Muntinlupa after their police officers at precincts were caught either sleeping or drinking alcohol while on duty.

Caloocan City Police and Manila Police District (MPD) Station 11 have also been relieved from their posts over "unsolved series of incidents" while Quezon City Police District (QCPD) Station 10 commander was also removed from his posts "for having a filthy station."

Albayalde is set to retire on November 8, 2019.

Outgoing PNP chief Director General Ronald "Bato" dela Rosa is set to relinquish his post to Albayalde in a change of command ceremony that will be presided over by Duterte on Thursday afternoon.

Dela Rosa was supposed to leave the PNP's helm on January 21 when he reached the mandatory retirement age of 56, but the President extended his term of duty by three months. —Marlly Rome Bondoc/KBK, GMA News
