House ratifies bicam version of national ID bill


The House of Representatives on Wednesday ratified the bicameral conference committee report on the measure establishing an identification system that provides official national ID for all Filipinos.

With no objections from the members, the chamber ratified the bicameral conference committee report on the disagreeing provisions of House Bill 6221 and Senate Bill 1738, seeking to create a National Identification Database System, or the Filipino Identification System (FilSys).

The measure aims to provide a valid proof of identity and efficient official identity verification of all Philippine citizens and synchronize and consolidate all existing government ID systems into a single structure.

The Senate has already approved the bicameral report on Tuesday.

In the House version of the bill, all Filipinos residing in the Philippines or abroad will be mandated to register personal data as needed by the FilSys upon reaching 18 years old.

The individual, upon application, will be issued a non-transferable Filipino ID Card (FilID) with a unique common reference number (CRN) valid for life.

The FilID, which contains the personal data of the individual to which it is issued, will serve as the official government-issued identification document of the cardholder. It also has security features which make it resistant to tampering or forgery.

The bill protects individuals against unlawful disclosure of information or records.

Except with the permission of the holder, cases of accidents or disaster, public health and safety requirement, or court order, no person may be allowed to disclose, collect, record, convey, disseminate, publish, or use any personal data with the FilSys.

Progressive lawmakers, however, have slammed the approval of the bill in the bicameral level, saying that it encroaches on the privacy of all individuals. —KBK, GMA News
