Binay wants Mocha Uson to present federal charter in next Cha-cha hearing


Senator Nancy Binay said Wednesday she wanted Communications Assistant Secretary Mocha Uson to present before the Senate the proposed federal charter being pushed by the administration amid reports that Uson was being tapped to help in the campaign.

Binay said she would ask Senate committee on constitutional amendments and revision of codes chairman Senator Francis "Kiko" Pangilinan to invite Uson to the subsequent hearings on the proposed Charter change.

“Siguro mas maganda kung mai-invite ni Sen. Kiko si Asec. Mocha as one of the resource persons sa kanyang committee para mag-present sa Senado,” she said in a press statement.

Binay said it would be best if Uson can present to the Senate the content of her campaign on federalism and the plan to change the 1987 Constitution.

“Being the designated messenger, we also wanted to hear how she would articulate or interpret the salient points of the proposed federal charter and explain to the people how a shift in the form of government could move the country forward. Dagdag na rin ang kanyang iba pang concept or idea sa information campaign using social media,” she said.

In an interview with reporters, Binay said he wanted to know if what Uson would be telling the public about federalism will be the same concept of federalism being presented before the Senate.

“Because you know, baka umiikot sila, tapos yung version pala na nilalatag nila sa ibaba e malayo doon sa version na pinag-uusapan namin dito sa Senado… Maganda, maririnig na namin kung ano yung ilalatag at ide-disseminate na federalism sa ibaba,” she said.

Consultative Committee spokesperson Ding Generoso earlier said Uson "would help increase awareness" about the federal form of government if she can write about it in her newspaper column and in her popular blog, which has over five million followers on Facebook.

Binay said how the messenger relays the message is as important as the clarity and knowledge about the subject.

“It is also a matter of providing the people of options, or an informed choice for them to genuinely know what's good and bad about changing the form of government. Kailangan ng bawat Pilipino na maintindihan at maunawaan kung kailangan nga ba federalismo. Kailangan ay mas palalimin at palawigin pa ang debate tungkol dito,” she said. — MDM, GMA News
