National ID system okay with 73% of Pinoys —SWS


Seven out of 10 Filipinos are supportive of the national ID system, a recent Social Weather Stations survey showed.

Asked "Sa pangkalahatan, sumasang-ayon po ba kayo o hindi sumasang-ayon sa pagkakaroon ng national ID system sa Pilipinas?", 73 percent of respondents said they approve (46 percent approve, and 27 percent somewhat approve).

Eighteen percent, meanwhile, said they disapprove (8 percent strongly disapprove, 10 percent somewhat disapprove).

This results in a net approval score of +55 (73 percent approve less 18 percent disapprove), which is "extremely strong" under the SWS classification.

Nine percent, on the other hand said they don't know, or provided no answer.

The Philippine Statistics Authority welcomed the survey results.

"Well, I’m very happy to hear that news. So I appreciate SWS for doing the survey," PSA chief Lisa Grace Bersales said at a news conference in Malacañang.

 


President Rodrigo Duterte on Monday signed into law the proposed national identification system. 

A priority legislation of the government, the Philippine Identification System (PhilSys) Act seeks to harmonize, integrate, and interconnect the countless and redundant government IDs.

Trust

Amid concerns about the security of the ID system, 61 percent of respondents believe the government can be trusted to protect the private information in the national ID while 8 percent disagreed and 30 percent are undecided on the matter.

Mindanaoans (+59 or 64 percent agree, 5 percent disagree) agree that their private information will be safe, followed by Visayans (+53 or 60 percent less 7 percent disagree), those in Balance Luzon (+52 or 60 percent agree less 8 percent disagree) and Metro Manila residents (+50 or 65 percent agree less 14 percent disagree, correctly rounded).

Will not be used vs. opponents

Some 49 percent believe the national ID system will not be used against opponents of the government, 39 percent are undecided, and 13 percent have little trust that it will not be used for ill purposes.

The ID system enjoys good faith in Mindanao at a good +41 (53 percent much trust, 12 percent little trust), then Balance Luzon at a good +37 (47 percent much trust, 10 percent little trust), Visayas at a good +31 (47 percent much trust, 16 percent little trust), and Metro Manila at a moderate +28 (48 percent much trust, 20 percent little trust).

Big help

Majorities in Metro Manila (67 percent), Balance Luzon (61 percent), and Visayas (57 percent) believe the national ID system will be a big help to them.

In total, 32 percent of Filipinos believe it will be a very big help, 28 percent said it will be a big help, 26 percent said it will help in moderation, eight percent said it will be of little help, and 5 percent believe it will be useless.

Urban dwellers (63 percent) and those satisfied with Duterte's performance (64 percent) tend to find the system a big help, followed by rural dwellers (57 percent) and those dissatisfied with Duterte (54 percent).

The survey was conducted face-to-face on June 27-30, 2018 among 1,200 adults spread equally in Metro Manila, Balance Luzon, Visayas, and Mindanao.
