STILL IN VERY GOOD TERRITORY

Duterte admin performance rating drops by 8 points to +50 —SWS

The performance rating of President Rodrigo Duterte's administration sheds eight points to +50 from the previous +58,  but still in the "very good" territory, Social Weather Stations third quarter study shows.

SWS' survey, done on September  15-23, 2018, found 65 percent of adult Filipinos are satisfied, 19% neither satisfied nor dissatisfied, and 15% dissatisfied with the general performance of the current National Administration, for a net satisfaction rating of +50 (% satisfied minus % dissatisfied), classified by SWS as very good.

The score, however, is an eight-point decline from the +58 "very good" or 72% and 13% dissatisfied in June 2018.

 

The SWS defined a net satisfaction rating of +70 and above as “excellent”, +50 to +69 as “very good”, +30 to +49 was “good”, +10 to +29 was “moderate”, +9 to –9 was “neutral”, –10 to –29 was “poor” –30 to –49 was “bad”, –50 to –69 was “very bad”, and –70 and below was “execrable”.

The Duterte administration’s net satisfaction rating fell by one grade from excellent to very good in Mindanao, down by 9 points from +76 in June 2018  to +67 in September.

It also fell from a very good to good in Balance Luzon, down by 6 points from +54 in June to +48 in September.

The government's rating fell to good from very good in Visayas by 14 points from +56 in June to +42 in September.

It stayed good in Metro Manila, although down by 7 points from +47 in June to +40 in September.

Areas, social classes, socio-demographics

 

The government's net satisfaction rating in rural areas remained at very good, but declined by 13 points from +67 in June 2018 to +54 in September 2018.

Urban net satisfaction stayed good, although down by 4 points from +49 in June  to +45 in September.

Among social classes, the government's net satisfaction fell by two grades from excellent to good in class ABC, down by 34 points from +81 in June 2018 to +47 in September 2018.

It fell from very good to good in class E, down by 13 points from +62 in June to +49 in September.

It stayed very good in class D or the masa, although down by 5 points from +56 in June to +50.

By socio-demographics, downgrades in the administration's net satisfaction rating from June 2018 to September 2018 occurred among 55-year-olds and above down from very good +60 to good +47, and among high school graduates down from very good +52 to good +48.

Governance report card

Out of 14 specific performance subjects rated, the Duterte administration's net satisfaction ratings were very good on five subjects, good on seven subjects, moderate on one subject, and neutral on one subject. SWS calls this its Governance Report Card [Tables 5 and 6].

The administration was rated very good on:

  • Building and maintenance of public works (+66)
  • Helping the poor (+63)
  • Reconstructing Marawi City (+58)
  • Protecting human rights (+54)
  • Fighting terrorism (+53)
  • It was good on:
  • Fighting crimes (+43)
  • Reconciling with communist rebels (+42)
  • Reconciling with Muslim rebels (+41)
  • Foreign relations (+40)
  • Fulfilling commitments in international treaties (+40)
  • Defending Philippine sovereignty in West Philippine Sea (+39)
  • Eradicating graft and corruption (+38)

The administration was moderate on Ensuring that no family will ever be hungry (+23), and neutral on Fighting inflation (+8)

The September 2018 Social Weather Survey was conducted from September 15-23, 2018 using face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao). —Ted Cordero/LBG, GMA News
