House’s draft charter returned to committee to return VP in line of succession


The House of Representatives on Wednesday returned to the Committee on Constitutional Amendments its draft federal charter to amend the transitory provision skipping Vice President Leni Robredo in the line of succession to the presidency.

During the plenary session, the House approved the motion of Cebu City Representative Raul Del Mar to recommit Resolution of Both Houses No. 15 to the Committee on Constitutional Amendments to clarify the line of succession to the presidency during the transitory period to a federal form of government.

"This is not a manifestation but a motion... in order to introduce perfecting amendments on the failure to include the vice president in the first line of succession which led to misunderstanding," Del Mar said.

"There is a need to clarify this," he added.

With no objections from the members, the House approved Del Mar's motion.

Majority Leader Rolando Andaya said his bloc will also make such amendment "at the proper time."

"We will submit an amendment to the committee as requested by Hon. Raul Del Mar... to replace the word 'Senate' by the word 'Vice,'" he said.

When the amendment is made, the transitory provision will read as follows:

"In case a vacancy arises by reason of removal, resignation, permanent incapacity or death of the incumbent President, the incumbent Vice President shall as act as President until a President shall have been chosen and qualified."

Aside from this provision, the panel's draft federal charter also states that the term of the incumbent President and Vice President, which will end on June 30, 2022, will not be extended.

Duterte is likewise prohibited to run for President in the 2022 elections under the draft federal charter. —NB, GMA News
