POEA padlocks Manila office used in illegal recruitment

A Manila office allegedly used by foreign nationals in illegal recruitment activities was padlocked last week, the Philippine Overseas Employment Administration (POEA) said on Friday.

In a news release, the POEA said it received a tip about JMM Promotion and Management Inc., whose business name is allegedly being used by Jamal Zarifeh and his Filipina wife Rubina Sarifeh.

The POEA added that JMM Promotion president Jacinto Maribi told it about the couple's activities, saying he never authorized the Sarifehs to recruit workers in Manila.

POEA administrator Hans Leo Cacdac advised job applicants against dealing with the couple, who are being pursued by the POEA and police operatives.

A check with the POEA database showed Rubina de Mesa Sarifeh was listed as alternate liaison officer and vice president of JMM Promotion Manpower Inc. "from 2011 up to the present."

It also showed Jamal Zarifeh "has no authority to recruit Filipino workers for job placement abroad."
The POEA said the agency's office at Room 301 of Luz J. Henson Building at 1555 A. Mabini Street in Ermita, Manila was padlocked for alleged illegal activities.

The POEA also said its records showed JMM's registered address is at 323 Parrot (Palo Alto) Street in Habay I in Bacoor, Cavite.

A surveillance report where POEA officers posed as job applicants confirmed the illegal recruitment activities.

The undercover POEA agents said they were told by one "Ms. Aby" about job openings for nurses, cooks, and drivers in Saudi Arabia.

One "Mr. Khaldoun" who claimed to be an employer representative, said applicants must pay P15,000 for placement fee and P300 for medical tests.

One of the forms handed to the applicants bore the name of JMM Promotion and Management Inc.

"Illegal recruitment charges would be filed against Mr. Khaldoun and Ms. Aby and their real names would be included in the POEA list of persons with derogatory record, effectively disqualifying them from recruiting and deploying overseas Filipino workers," the POEA said. - VVP, GMA News
