DPWH speeds up construction of Tarlac-Pangasinan-La Union expressway


The Department of Public Works and Highways is speeding up the construction of an P11.594-billion, 88.58-km toll expressway linking Tarlac to La Union.
 
As of December, the DPWH said it has completed 42.52 percent of the initial phase of the Tarlac-Pangasinan-La Union Toll Expressway (TPLEX).
 
“The completion of this expressway will greatly contribute in improving traffic condition along McArthur Highway and will provide faster, safer, and more comfortable means of transportation to northbound vehicles and vice versa,” said Public Works chief Rogelio Singson.
 
Once completed, the toll expressway will link La Paz in Tarlac, the end of the Subic-Clark-Tarlac Expressway (SCTEX), to Rosario in La Union.
 
DPWH Build-Operate-Transfer Project Management Office director Rebecca Garsuta said Phase 1 of the TPLEX project involves the construction of a new two-lane expressway, 23 viaducts, eight interchanges, two central toll plazas, one toll operations center building, 12 bridges, and 63 underpasses.
 
In Phase 2, the expressway will be expanded into four lanes once capacity reaches 25,000 vehicles.
 
The TPLEX will run parallel to McArthur Highway, passing through the municipalities of Victoria, Gerona, Paniqui, Moncada, and San Manuel in Tarlac; Carmen, Urdaneta, Binalonan, Pozzorubio, and Sison in Pangasinan; and Rosario in La Union.
 
The national government will provide P3.7 billion for the project which includes P793 million for right-of-way acquisition, and P2.907 billion cash subsidy for civil works.
 
TPLEX is a Public-Private Partnership (PPP) project.
 
Six construction firms were awarded the construction contract for TPLEX:
 
  • R.D. Policarpio and Co. Inc.;
  • New Kanlaon Construction, Inc.;
  • D.M. Wenceslao and Associates Inc.;
  • D.M. Consunji Inc.;
  • C.M. Pancho Const. Inc.; and
  • J.E. Manalo & Co.
 
The project concessionaire is Private Infra Dev Corporation (PIDC). – KG, GMA News
