Zarate seeks probe into Boracay closure, construction of casino


Bayan Muna party-list Representative Carlos Zarate has filed a resolution seeking investigation into the closure of establishments and businesses and the supposed construction of a $500-million casino on Boracay Island.

Zarate filed House Resolution 1806 days ahead of the six-month shutdown for rehabilitation of the popular island-resort starting April 26.

According to Zarate, the closure of the island would affect not only the arrival of tourists in the area but also the livelihood of the residents there who are highly-dependent on the island's tourism industry.

He said that in 2017, a record of 2,001,974 tourists came to Boracay, and some 50,000 workers are employed in various establishments on the island.

Also, he pointed out that while the government ordered the closure of the island supposedly for rehabilitation, it allowed the entry and construction of a mega casino-resort there.

"The rehabilitation of Boracay's waters and forests, waste management, and the setting up of environmental safeguards to prevent the deterioration of the island is long overdue," the resolution said.

"However, there is serious concern that these issues, however valid, may ease local small businesses and jobs of tens of thousands of people to give way to the big-ticket project."

Zarate likewise said that the construction of the casino on the island would only add more burden to its people and environment.

According to him, the island has already exceeded its carrying capacity.

Citing data from the Department of Environment and Natural Resources, Zarate said that before, only an average of 9,362 visitors and tourists went to the island everyday , which is still within its carrying capacity. But now, an average of 14,182 people visit the island daily.

"The government must stand and support local small businesses over foreign-owned large businesses. The sale of our lands, resources, and work force to foreign corporations have historically destroyed our environment and exploited and endangered our workers without heed," he said.

"The House of Representatives through appropriate and immediate actions, must step in to prevent any more damage to Boracay and to the people relying on the commerce of the island," he added.

President Rodrigo Duterte on Monday said the government will pledge P2 billion for residents of Boracay Island who will be affected by its closure. —Erwin Colcol/LBG, GMA News
