Ruby makes second landfall, seven areas under Signal No. 3


(Updated 2:30 p.m.) Typhoon Ruby (international name: Hagupit) made its second landfall in Cataingan, Masbate on Sunday, weather service PAGASA said.
 
The state weather agency said Ruby was located at 20 kilometers east of Cataingan in Masbate at 10:00 am.
 
Ruby slightly weakened, was moving with maximum sustained winds of 140 kilometers per hour and gusts of up to 170 kph. 
 
Ruby at 4:00 a.m. was moving 160 kph of maximum winds and gusts of up to 195 kilometers.
 
The typhoon is expected to move west Northwest at 15 kph. It is expected to make its third landfall on Sibuyan Island between 8:00 to 10:00 p.m. on Sunday and will be "associated with strong winds, storm surge and heavy torrential rainfall."
 
PAGASA said the estimated rainfall amount is 10 to 30 millimeters per hour within the 500 kilometer diameter of the typhoon.

Rain concentration

In its 11 a.m. update, Project NOAH indicated rain  was concentrated in the northern part of Central Visayas as Ruby moves westward. 
 
It said, heavy to Intense rainfall was concentrated in:
 
Coastal Rd, Iloilo
Bacolod City
Negros Occ
Roxas, Capiz
Catmon, Cebu
Logon, Cebu
Tabogon, Cebu
Allen, N Samar
Buscada, N Samar
 
Light to moderate rain in other parts of Panay, Bohol, Leyte, Negros Oriental, Samar, Northern and Eastern Samar, and Bicol region.

Bacolod City, Camarines Sur, and Catanduanes were experiencing "torrential" rain, it said in an update at about 12:30 p.m. 

Albay mud flow


Over the weekend, Ruby's heavy rain triggered mund flow that covered some roads in Albay, rendering them impassable.
 
In Guinobatan town, a road section in Barangay Maipon looked more like a river due to the heavy mud flow, radio dzBB's Allan Gatus reported.
