Lomibao is the head of the National Counter Terrorism Action Group (Nactag), which was formed in November 2008 and placed under the NSA.

Also appointed were former Education assistant secretary Camilio Miguel Montesa as assistant secretary of the Office of the Presidential Adviser on the Peace Process, and former Interior and Local Government director for legal services, lawyer Genaro Jose Emetrio Moreno Jr as assistant secretary of the DILG. - GMANews.TV
