House bill seeks food subsidy program vs malnutrition
MANILA, Philippines - A chunk of value-added tax collections will go to a P700 monthly food subsidy for poor families, if a bill pending in the House of Representatives is passed into law.
House Bill 5470 grants such a subsidy for families with a yearly income of less than P120,000, individuals earning less than P100,000 a year, or couples earning less than P200,000 a year.
"Poverty and malnutrition are already at alarming levels in this country, and the country's too-rapid population growth is magnifying the strain on limited budgetary resources," author and Representative Cynthia Villar said in an article on the House website.
Villar, in filing the bill, said an estimated 28 million Filipinos are unable to buy food to meet their basic nutritional requirements.
Under the bill, the amount shall be given to the individual or head of the family on a monthly basis at the first week of each month through a Food Subsidy Program Card (FSPC) provided by the Land Bank of the Philippines.
The amount so credited to the FSPC may not be withdrawn from its account and may be used for purposes of electronic payments to the duly accredited retail establishments.
Duly accredited retail establishments shall provide the basic needs of the individuals entitled hereto including but not limited to purchases of agricultural produce, dairy products, processed foods, noodles and other necessities. - GMANews.TV
