Arroyo can justify approval of PCSO intel funds — spokesman

Former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo will able to justify her approval of around P325 million in intelligence funds for the Philippine Charity Sweepstakes Office's (PCSO), her legal spokesman said Monday.

Lawyer Raul Lambino said Arroyo's approval of the PCSO intelligence funds was pursuant to the rules of the Department of Budget and Management and the Commission on Audit.

"Ang partisipasyon ng Presidente diyan ay pag-approve ng paggamit ng intel funds... walang mali dun (the only participation of the President is the approval of the use of intelligence funds, there's nothing wrong with that). She can present the corresponding justification," he said in an interview with reporters at the Senate on Monday after the blue ribbon committee hearing on the alleged anomalies in PCSO.


Last week, Bayan Muna party-list Reps. Teodoro Casiño and Neri Colmenares filed new graft and plunder cases against Arroyo for the alleged misuse of PCSO intelligence funds during her term as president.

Charged along with Mrs. Arroyo was former PCSO general manager Rosario Uriarte, who admitted requesting P325 million in intelligence funds for the PCSO from 2008 to 2010.

Lambino, however, said that Arroyo is prepared to answer all charges before the court.

"She cannot answer that properly before a forum like this or media, [but] she is going to answer these questions sa tamang paraan at sa tamang forum (in the right way and in the right forum)," he said. - Kimberly Jane Tan/KBK, GMA News
