The Philippine Consulate General in Dubai in the United Arab Emirates announced Tuesday it will be closed on January 23, the Chinese New Year.   In an announcement posted on its website, the Consulate General cited Proclamation 295, which considers Jan. 23 a special nonworking day.   “Per Proclamation No. 295, s. 2011, please be advised that in celebration of Chinese New Year, the Consulate General of the Republic of the Philippines shall be closed on 23 January 2012. On other dates, regular timings apply,” it said.   Earlier, the Philippine Embassy in Washington said it will also be closed on Jan. 23.   January 23 is the Chinese New Year, which Malacañang had proclaimed last year as a special nonworking day. - RJMD, GMA News
