DOF: LBP officer in Davao City has ill-gotten wealth, did not file SALNs

The Department of Finance (DOF) Revenue Integrity Protection Service (RIPS) filed criminal and administrative charges against a Land Bank of the Philippines (LBP) officer in Davao City who allegedly amassed ill-gotten wealth and failed to regularly file his statements of assets, liabilities and net worth (SALNs) since the 1990s.
 
LBP Agrarian Affairs Specialist Elmer Luceno Olares, according to the DOF-RIPS on Friday, failed its lifestyle check and was “confirmed to have accumulated unlawful wealth beyond his salary as a public servant and other lawful income, failed to file his sworn SALNs, and reported conflicting information in the same documents.”
 
The charges were filed Thursday before the Office of the Ombudsman.
 
Olores is stationed at LandBank’s  Agrarian Operations Center in Region XI, Davao City. Olores’ Service Record indicates that his gross annual income is only P318,660.
 
RIPS probers said Olores failed to file his SALNs for the years 1991, 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2001, 2002, 2003, 2005, and 2009.
 
The DOF said the SALN violations are against Section 7 of the Anti-Graft and Corrupt Practices Act and Section 8 of the Code of Conduct and Ethical Standards of Public Officials and Employees.
 
Olores is also alleged to have failed to disclose his ownership of several assets including a 400-square meter residential lot in Quirino District, Padada, Davao del Sur; a 2-storey residential house in Babak, Samal Island; and a couple of motorcycles registered separately in his name and that of his wife in his SALNs.
 
In his 2007 SALN, Olores said he acquired a Mitsubishi Pajero for P280,000 and a chainsaw for P50,000 and invested P140,000 in cattle. He also said he paid a P300,000 bank loan.
 
If found criminally and administratively liable, the LBP official will be dismissed from the service while his properties will be forfeited by the government “in accordance with Section 2, Republic Act 1379, also known as Forfeiture of Ill-Gotten Wealth.” — ELR, GMA News
