DPWH orders digitization of financial records

The Department of Public Works and Highways (DPWH) has ordered its engineering agencies, including project management offices implementing foreign-assisted projects, to keep their financial transaction records electronically updated.
 
Department Order No. 20 decrees financial transactions in these field units shall be kept current using the electronic National Government Accounting System (eNGAS) and the electronic Budgeting System (eBudget).
 
Such IT-enabled financial management systems will do away with the old paper-based system, the DPWH said.
 
This will in turn ensure the accuracy, reliability, and timeliness of financial information flows and reporting, it added.
 
DPWH Secretary Rogelio Singson also further strengthened the policies involving financial transaction records, including the submission of:
 
  • updated database backup
  • monthly status reports
  • timelines of entry, review, approval and reporting
  • data quality assurance
  • official books of original entry
 
He said timely submission of reports shall enable the DPWH central office to keep track on the disbursements made in these field units.
 
“With the early release of funds by (the Department of Budget and Management), we expect to improve public spending on infrastructure projects these first and second quarters of the year. The early release of funds would also enable the DPWH to implement the projects during dry season,” he said. —TJD, GMA News
