PAGASA: Potential cyclone dissolves, but threat of floods, landslides remains

A new potential cyclone  — a shallow low-pressure area (SLPA) off Eastern Visayas dissolved Tuesday afternoon, but the threat of flash floods and landslides on parts of Bicol and Eastern Visayas may remain for the next 24 hours, state weather forecasters said.
 
The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said a tail-end of a cold front is still affecting Southern Luzon and Visayas.
 
"Nalusaw na po [ang shallow low-pressure area]... umiiral ang tail-end of cold front," PAGASA forecaster Ricky Fabregas said in an interview on dzBB radio.
 
When asked if there are any other weather systems to look out for, he said, "Sa ngayon wala pa po."
 
PAGASA's 5 p.m. bulletin on Tuesday said Luzon and Visayas will experience cloudy skies with scattered rain showers and thunderstorms becoming widespread rain over the Bicol region and Eastern Visayas, "which may trigger flash floods and landslides."
 
It added Mindanao will be partly cloudy to cloudy with isolated rain showers or thunderstorms.
 
Moderate to strong winds blowing from the northeast will prevail over Luzon and Visayas, and from the northeast to north over Mindanao.
 
The coastal waters throughout the archipelago will be moderate to rough, PAGASA said.
 
Floods
 
Meanwhile, as of Tuesday afternoon, the National Disaster Risk Reduction and Management Council (NDRRMC) said several areas in Southern Luzon were flooded due to continuous rain from an earlier LPA.
 
The flooded areas included 23 villages in Naujan, Baco, Mansalay and Calapan in Mindoro Oriental.
 
At least 32 families or 160 people were affected in Pinagsabangan I village in Naujan, Oriental Mindoro, while 22 families or 110 people were evacuated in the barangay hall of Bucayao village in Calapan City.
 
Barangay roads were not passable to light vehicles in Naujan, Baco and Mansalay.
 
In Western Visayas, strong to moderate rains raised water levels in Aklan River and threatened to overflow to Banga, Numancia and Kalibo.
 
Heavy rain Monday night in Capiz flooded and affected several rice fields in Mambusao, Panit-an, Pontevedra, Sapian, and Sigma. - KBK, GMA News
