A thunderstorm formed on the western seaboard of Luzon and is affecting the Subic freeport zone and the province of Bataan, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said early Tuesday.

PAGASA said that "as of 3:48am, (the) thunderstorm is affecting Subic & Bataan. expect intense rains with strong winds within an hour."

In Quezon City, flood-prone Quezon Avenue and Araneta Avenue are "not passable to all types of vehicles, according to the Metro Manila Development Authority (MMDA) 

The MMDA also said at least one section of the eastbound side of Commonwealth Avenue is not passable to light vehicles."

The heavy rain and flood alerts kept Malacañang and many people awake and tweeting to warn others.
