Arroyo's satisfaction rating plunges despite Erap pardon

President Gloria Macapagal Arroyo's satisfaction rating continued to plunge to -16 in the fourth quarter, despite high approval rating for her move to pardon her predecessor Joseph Estrada.

Survey results posted on its website, the Social Weather Stations (SWS) on Tuesday said President Arroyo's net satisfaction rating (computed as % satisfied minus % dissatisfied) went down to -16 in the last quarter, from -11 in the third quarter.

“The new Social Weather Survey of November 30 - December 3, 2007 found 32% satisfied and 48% dissatisfied with President Gloria Macapagal-Arroyo's performance, for a Net Satisfaction rating of -16," SWS said.

“This compares with 34% satisfied and 45% dissatisfied with her, or net -11, as of September 2007," the survey firm added, noting that the President's net ratings were close to neutral in the first and second quarters of 2007 before returning to negative levels in the last two quarters.

SWS attributed the further decline in the President’s satisfaction rating to the "loss of support in Mindanao and the Visayas, and worsening dissatisfaction in Metro Manila."

Survey results show that President Arroyo’s satisfaction rating substantially declined in Metro Manila to -34 (25% satisfied, 59% dissatisfied) compared to -24 (28% satisfied, 52% dissatisfied) in the third quarter.

Similarly, Mrs Arroyo’s satisfaction ratings dropped in Mindanao to net -20 (from -1 in the third quarter); and in the Visayas to net -9 (from a neutral net +1 the previous quarter).

On the other hand, SWS said survey results showed that majority of Filipinos are satisfied with President Arroyo’s decision to grant executive clemency to Estrada who was convicted by the Sandiganbayan for plunder.

“The new survey also found that a majority of 54% agreed, compared to 23% who disagreed, that the grant of pardon by President Arroyo to former President Estrada in his plunder case was 'good for the country'," SWS said.

The survey firm, however, noted that this high approval rating on President Arroyo’s decision to pardon Estrada did not convert to gains in her personal satisfaction rating.

“(T)he President did not gain from the pardon because those who agreed with it were even more dissatisfied with her than those who disagreed with it," SWS said.

“President Arroyo's Net Satisfaction rating was -12 (36% satisfied, 48% dissatisfied) among those opposed to the pardon, but was net -22 (30% satisfied, 52% dissatisfied) among those supportive of it," it noted.

The fourth quarter SWS survey was conducted from November 30 to December 3 through face-to-face interviews with 1,200 randomly selected adult respondents in Metro Manila, the balance of Luzon, Visayas, and Mindanao.

Sampling error margins of ±3% for national percentages and ±6% for area percentages applied to the survey, SWS said. - GMANews.TV
