Procedure:

1. Make the batter by mixing all-purpose flour, cornstarch, salt, and ice-cold water. 
2. Heat a deep pan with oil.
3. Dip some of the prepared vegetables briefly into the batter, shake off any excess, and then lower straight into the hot oil. Fry until light golden and crisp, then drain on kitchen paper.
4. Mix the dipping ingredients together in a small bowl and serve with the vegetables.
