The Pinay beauty queen might have failed to bag the 2017 Miss Universe crown, but many people are rallying around her for doing her best in representing the country.
Governor Villafuerte expressed his utmost admiration for Rachel and stressed that he's super proud of her accomplishment.
He added that God has better plans for the morena beauty queen.
