Inutusan ng Bangko Sentral ng Pilipinas (BSP) ang social media platform na Lyka na tumigil sa pag-operate bilang Operator of Payment System (OPS) at magparehistro muna sa kanila.
“It has come to our knowledge that Lyka, a social media platform launched in the Philippines by a Hong Kong-based company, allows its users to purchase, exchange, and use Gift cards in Electronic Mode or GEMs as payment for goods and services,” ayon kay BSP Governor Benjamin Diokno sa virtual press briefing nitong Biyernes.
“The Monetary Board has ascertained that these activities make Lyka an OPS and is thus required to register with the BSP, which is needed before it is allowed to continue with its OPS activities,” dagdag ng opisyal.
Ang pagpapatigil sa Lyka na mag-operate bilang OPS ay batay sa Republic Act No. 11127 o ang The National Payment Systems Act (NPSA).
Mayroon ding BSP Circular No. 1049 na nagtatakda ng Rules and Regulations sa Registration of Operators of Payment System.
Ang pagpaparehistro ng OPS ay magbibigay sa BSP ng karapatan na masubaybayan ang payment system para matiyak na ligtas, maayos, at protektado ang mga konsumer, ayon kay Diokno.
Sa Circular No. 1049, ang mga hindi nakarehistro sa BSP bilang OPS ay kailangan tumigil sa operasyon hanggat hindi nagagawang tumugon sa itinatakda ng kautusan.
Ayon naman kay Diokno, nagpahayag naman ng kahandaan ang operator ng Lyka na magparehistro sa BSP.
"The operators of Lyka have already expressed their willingness to register with the BSP as an OPS,” anang opisyal.
Pinaalalahanan ng BSP ang iba pang nag-o-operate bilang OPS na sumunod sa itinatakda ng NPSA at BSP Circular No. 1049, at magparehistro.
