Lowest bidder for P8.2B LTO-IT project disqualified
The lowest bidder for Land Transportation Office's (LTO) P8.2-billion road information technology infrastructure project has been disqualified due to technicality, an official from the Department of Transportation and Communications (DOTC) said Friday. Digitext Asia Corp. failed in the post-qualification process due to lack of valid mayor’s permit for year 2012 and non-submission of bill of quantities of items proposed, said DOTC undersecretary Jose Perpetuo Lotilla, head of the agency's bids and awards committee (BAC). “Because of the exacting requirement of Republic Act 9184, the BAC has no choice except to conclude that it failed in the post-qualification,” Lotilla said. The next lowest bidder, Fritz & Macziol, has already been informed that its bid is now being considered under post-qualification process. Digitext Asia submitted a P3.8 billion bid followed by Fritz and Macziol Asia with P5.3 billion. To ensure the continuity and non-disruption of services to the public, the LTO announced it was procuring the services of the current system provider Stradcom Corp. while the evaluation process for the procurement of a new contractor is still underway. The new system aims to provide a viable and long-term solution to address the current system’s issues, as the current system is no longer responsive to current land transportation regulation requirements. — KBK, GMA News
