Ayala, Sy groups lead qualifiers for LRT, MRT fare automation

Five out of the nine consortia seeking to qualify for the P 1.72-billion Automatic Fare Collection System (AFCS) project under the  public-private partnership (PPP) program were shortlisted, the Department of Transport and Communications (DOTC) said Wednesday. In a statement, the DOTC revealed the five pre-qualified bidders are:

  • AF Consortium, led by the Metro Pacific and Ayala groups
  • Comworks Consortium, which includes Taiwan’s Kaohsiung Rapid Transit Corp.
  • E-Trans Solutions Joint Venture, Inc. Consortium, which includes Eastwest Banking Corp.
  • Megawide-Suyen-Eurolink Consortium, which will tap the experience of Singapore’s EZ-Link Pte. Ltd.
  • SM Consortium, led by several companies of the Sy family.
“We are pleased to announce that five interested groups have pre-qualified to bid for the AFCS Project, one of our first PPP offerings,” the department said. “This means that we are getting closer to identifying who our private sector partner will be in bringing a modern commuting experience to the public,” it added. Based on the current time frame, the pre-qualified consortia have until August 30, 2013 to prepare and make their bids for the project final.  The DOTC said the deadline gives bidders “maximum amount of time to come up with their best proposals for government without compromising our schedule.” “As long as we have the full support and cooperation of the bidders, we will remain on track with our targets,” it added. Disqualified bidders, meanwhile, were stricken out of the list of bidders for submitting documents beyond the pre-qualification deadline, having no proof of unsatisfactory record or required experience, or not including required components in their submitted project plan. The AFCS project involves a 10-year contract to “finance, design, construct, operate, and maintain a contactless automatic fare collection system” for Light Rail Transit Lines 1 and 2 and Metro Rail Transit Line 3.
