Duterte admin to ‘institutionalize’ procurement of green products


The government is now in the process of transitioning towards purchasing environmentally sustainable products as part of efforts to establish a green procurement program, Budget Secretary Benjamin Diokno said Thursday.

The program is under the Duterte administration’s Philippine Development Plan 2017-2022’s “Strategic Framework to Ensure Ecological Integrity, Clean and Healthy Environment.”

“The government is the single largest buyer in the market. It can heavily influence the development of green products and industries,” Diokno said in his remarks during the Green Finance Forum in Manila.

“Hence, institutionalizing green procurement processes is one of the many strategies of the government to uphold sustainable development,” he said.

Under the green procurement program, government agencies and offices must secure supplies, equipment, and services with lower impact on the environmental.

“So expect in the near future the government will have toilet papers, record books, chairs, computers, refrigerators, air conditioners, vehicles, among other equipment and facilities that comply with green public procurement,” Diokno said.

Asked how the green procurement program will impact the budget planning moving forward, the Budget chief said, "Nothing much."

"Agencies will simply buy green supplies and equipment as their commitment to sustainable development," Diokno told GMA News Online.

"In the meantime, we have identified top 10 common-used supplies and non-common used supplies," he said, citing toilet papers, computers, among other equipment that must comply with green public procurement. —VDS/BM, GMA News
