NBI files murder complaint vs cop who killed former soldier near checkpoint

The National Bureau of Investigation (NBI) has filed a murder complaint against the police officer accused of killing former soldier Winston Ragos near a checkpoint in Quezon City last April.

The death investigation division filed complaints for murder, perjury, and planting of evidence against Police Master Sergeant Daniel Florendo, NBI deputy director and spokesman Ferdinand Lavin confirmed Thursday.

Lavin said the complaint was filed before the Quezon City Prosecutor's Office.  He said the complaint also named as respondents the police trainees manning the checkpoint.

Florendo fatally shot Ragos near a control point in Fairview, Quezon City last April 22 after the former soldier allegedly attempted to pull out a gun on officers who had told him to go home to observe COVID-19 quarantine measures.

The victim's family said he was unarmed. Police allegedly found a caliber .38 revolver loaded with ammunition in his sling bag.

Ragos served in the military for seven years before being discharged in January 2017 after he was diagnosed with post-traumatic stress disorder.

The police and the Ragos family earlier filed a homicide complaint against Florendo. Justice Secretary Menardo Guevarra said the complaint was set for preliminary investigation this month.

The preliminary investigation is where prosecutors determine whether or not there is basis to charge a person in court. —AOL, GMA News
