Taxi driver sues QCPD deputy who ordered his arrest without warrant

A taxi driver has filed a complaint against a ranking officer of the Quezon City Police District (QCPD) who cursed him and ordered his arrest despite the lack of a warrant.

Taxi driver Marlon Bacsal filed a complaint before the People’s Law Enforcement Board against Police Lieutenant Colonel Ariel Capocao, the deputy director for operations at the QCPD for grave misconduct, conduct unbecoming of a police officer and oppression.

In his complaint, Bacsal said the police officer wanted his taxi transferred that was parked in front of his house.

Apologizing to the cop, Bascal said he could not occupy his usual parking space because it has a sand covering from an unfinished road repair.

Capocao did not accept Bascal's explanation and instead cursed him, leading to an alternation.

Bacsal later looked for another parking area.

Meanwhile, Capocao ordered police officers armed with M16 rifles to arrest Bacsal without a warrant and had him investigated and undergo a medical examination.  This prompted the taxi driver to lodge a complaint against the cop.

The PLEB gave Capocao seven days to respond to Bacsal’s complaint.
