DILG orders probe into death of curfew violator in Cavite


The Department of the Interior and Local Government (DILG) has ordered an investigation into the death of a curfew violator who was allegedly forced to do around 300 rounds of a pumping exercise in Cavite.

Interviewed on Unang Balita, DILG Undersecretary Jonathan Malaya said they already coordinated with the Philippine National Police and the local government of General Trias regarding the incident.

“Nagbigay na po tayo ng direktiba na imbestigahan agad-agad kung meron bang mga paglabag sa protocol o  kaya naman nagkaroon ng irregularidad ‘yung ating mga kapulisan,” he said.

(We already gave a directive to immediately investigate if there were violations in protocol or irregularity on the part of the police.)

According to reports, Darren Peñaredondo died on Saturday after allegedly being forced to do around 300 rounds of a pumping exercise as punishment for violating curfew.

His live-in partner, Reichelyn Balce, said he was arrested by village watchmen for violating the curfew on April 1.

Balce said Peñaredondo only went out to buy mineral water but was arrested and brought to the General Trias Police Station.

Arrested persons were ordered to do pumping exercises 100 times, according to her. However, the violators had to repeat the exercise because they were not in sync.

Balce said Peñaredondo told her he has a heart disease.

On Saturday, the victim reportedly started having seizures and was rushed to a hospital where he eventually died.

General Trias Police chief Police Lieutenant Colonel Marlo Solero denied the allegation. He said the only punishment for violators was community service.

Solero said the police had yet to receive a complaint from the victim’s family. The hospital is also yet to provide a death certificate to determine the victim’s cause of death.

Malaya assured the public that the police personnel involved in the incident will be held accountable if proven that they have committed improper actions on their duty.

According to Malaya, the DILG is waiting for the results of the investigation of the local government of General Trias into the incident.

Harm, torture not part of policy

In a statement on Monday, General Trias Mayor Ony Ferrer said physical harm and torture are never part of the local government’s policy in implementing their measures.

He said he ordered the their chief of police to conduct an investigation and coordinated with the family of Pen?aredondo.
