Palace on cop caught on video killing victim: Isolated incident

The police officer who killed a 52-year-old female after holding her at gunpoint was an unfortunate isolated case, the Palace said Tuesday.

Presidential spokesperson Harry Roque was referring to Police Master Sergeant Hensie Zinampan who is currently in the custody of the police after he was caught on video shooting his victim identified as Lilibeth Valdez.

Prior to the gruesome incident, the victim's son and Zinampan had a fistfight last May 1 and the latter even issued a threat.

“Definitely, it is not the rule. That (erring police officer) is an exemption to the rule,” Roque said.

“Every organization has a rotten kind. Unfortunately, ito po ay isang bugok (he is one of the rotten) among hundreds of thousands of police officials who are professional,” he added.

The police officer has denied killing his victim even if it was caught on video.

Philippine National Police chief Police General Guillermo Eleazar said the incident is unacceptable because police should be the ones protecting the people, according to a report on Unang Balita.

Eleazar directed the Quezon City Police District to file administrative charges against Zinampan so he could be removed from service.—AOL, GMA News
