PNP-IAS recommends dismissal of cop who killed 52-year-old woman in QC —Eleazar

The Philippine National Police–Internal Affairs Service (IAS) has recommended the dismissal of Police Master Sergeant Hensie Zinampan, the cop who shot dead a 52-year-old woman in Quezon City, PNP chief Police General Guillermo Eleazar said on Wednesday.

In a press conference, Eleazar said the recommendation was forwarded to his office on Monday.

“Tama ‘yun. Ako yung disciplinary authority. But of course,  pagpasa niyan dadaan muna sa atin 'yan to check these documents prior to my signature,” he said.

(That’s right. I am the disciplinary authority. But of course, I still have to check these documents prior to my signature.)

Eleazar pointed out that the PNP should observe due process to make sure that there will be no problem when they impose the sanction against Zinampan.

He said the police officer may appeal if there were issues with the documents for his dismissal.

On May 31, victim Lilibeth Valdez was at a store when the police officer, who was allegedly intoxicated, approached her, pulled her hair, and shot her in the neck.

Prior to the incident, the victim's son and the police officer had a fistfight.

Zinampan initially denied killing the victim even with the presence of the video showing the shooting incident.

A murder complaint and an administrative case for grave misconduct have been filed against Zinampan.

The police officer waived his submission of counter-affidavit for the administrative case.—AOL, GMA News
