Nearly 28,000 violators recorded in NCR amid Alert Level 3


Almost 28,000 quarantine violators have been recorded in the National Capital Region three days since the implementation of Alert Level 3, data from the Philippine National Police showed Tuesday.

In an update, the PNP said a total of 27,940 violators were recorded in Metro Manila from October 16 to 18.

A total of 8,926 violators were newly reported on Monday.

Around 57% of the violators were warned, 35% were fined, while 8% faced other sanctions, according to the PNP.

A total of 20,434 violators—with 6,603 that are newly reported—have violated the minimum public health standards in NCR amid the COVID-19 pandemic.

For curfew, a total of 7,337 violators including 2,279 that are newly reported were recorded in Metro Manila.

A total of 169 who are not considered authorized persons outside residence (APORs) were also caught outdoors.

Interviewed on Dobol B TV, PNP chief Police General Guillermo Eleazar said the number of violators has been declining in Metro Manila since August 21.

This covered the period of the implementation of the modified enhanced community quarantine, Alert Level 4, and currently, Alert Level 3, in the region.

Under the MECQ from August 21 to September 15, Eleazar said a daily average of 13,000 violators were recorded; 10,000 under Alert Level 4 from September 16 to October 15; and 9,313 under Alert Level 3 since October 16.

“Naging maganda ang resulta dahil bumababa nga po tayo [The downgrade yielded positive results],” he said.

However, Eleazar said the PNP cannot monitor all violators. Because of this, he tasked local police chiefs to strategize so they can still observe the increasing number of people outdoors.

Starting October 16, Saturday, until October 31, the NCR is under Alert Level 3 as part of the pilot implementation of the alert level system.

Under Alert Level 3, several establishments will be allowed to operate at 30% indoor venue capacity only for fully vaccinated individuals and 50% outdoor venue capacity, provided that all employees are fully vaccinated.

Curfew in Metro Manila has been shortened to 12 midnight to 4 a.m. starting October 13.

Earlier, the Department of the Interior and Local Government said it has "identified" local government units outside the NCR that could be placed under the alert level system. —KG/KBK, GMA News
