Random manual count to be conducted in 234 areas


In just one click, the Random Manual Audit Committee has chosen Friday the 234 priority cities and municipalities and 234 contingency areas where they will conduct manual counts of votes, the results of which will be cross-checked with the machine-generated results.
 
RMA, headed by Parish Pastoral Council for Responsible Voting chairman Henrietta de Villa, used the automated random selection program which the RMA Committee developed.
 
The automated random selection program was developed to speed up the sample selection process and to replace the previous method of random using a “tambiolo.”
 
De Villa made a single click on the laptop containing the program and the priority and contingency areas were selected. 
 
The list has yet to be distributed to the media as of posting time.
 
Aside from the priority areas, RMA selected contingency areas which will be replacements in case of a failure of random manual audit in any of the priority sample.
 
A random manual audit is required under Section 24 of Republic Act 9369 of the Automated Elections System Law which states that where AES is used, there shall be a random manual audit in one precinct per congressional district randomly chosen by the Commission in each province and city. —KG, GMA News
