PAGASA: Northern Luzon under Signal 1 due to Tropical Depression Isang
(UPDATED 6:35 a.m.) At least 11 areas were placed under Storm Signal No. 1 as a low-pressure area off Quezon province intensified into a tropical depression that state weather forecasters locally codenamed Isang.
"Sa loob ng 36 hours ine-expect natin ang hangin. Ang pag-ulan within 24 hours. Expect tayo ng ulan nasa moderate o heavy," PAGASA forecaster Samuel Duran said in an interview on dzBB radio.

Ilocos Sur
Abra
Ifugao
Cagayan, including the Babuyan Group of Islands
Isabela
Quirino
Aurora
Mt. Province
Kalinga
Apayao
Residents in these areas are alerted against possible landslides and flash floods.
As of 4 a.m. Tuesday, the center of Isang was estimated to be 300 km east of Infanta, and had maximum winds of 45 kph. Estimated rainfall within its 300 km diameter is between 5 to 15 mm per hour, or moderate to heavy.
Isang was moving west-northwest at 19 kph. It is expected to be 20 km east of Tuguegarao City by Wednesday morning. By Thursday it is expected that Isang will be 230 km northwest of Itbayat, Batanes.
24-hour forecast
In its 5 a.m. Public Weather Forecast, PAGASA said the Ilocos region, Cagayan Valley, Babuyan and Calayan Islands, Cordillera, and Aurora will have "rain and gusty winds with moderate to rough seas."
The Bicol region will have cloudy skies with moderate to heavy rains and thunderstorms, which may trigger flash floods and landslides.
Metro Manila, Central Luzon, Calabarzon, Mimaropa, and Visayas will have cloudy skies with light to moderate rainshowers and thunderstorms.
Meanwhile, Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
PAGASA also said moderate to strong winds from the southwest to southeast will prevail over the rest of Luzon, and the coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the west to southwest, with slight to moderate seas. — DVM, GMA News
