PNP chief Purisima: Investigate tampering of CDO blast site


(Updated 8:05 p.m.) The Philippine National Police is now conducting an investigation of the "tampering" of the area in Cagayan de Oro City where a bomb exploded Friday night. 
 
PNP chief Alan Purisima said Monday the blast site should not have been disturbed except by professional probers.
 
"Dapat 'yung isang blast area ay hindi ginagalaw. So it seems that the area has been tampered. Nalinis na," he said in a press conference.
 
"We are investigating this kung talagang nangyari 'yun because sa isang blast area makikita mo 'yung kung ano ang dapat makita like fragments, kung pa'no 'yung blast na nasira 'yung kapaligiran mo. It is part of our investigation, sino nag-utos ng paglinis," he added.

The blast claimed eight victimssix of whom died on Friday night.  Misamis Oriental provincial board member Roldan Lagbas was among the fatalities.
 
Interior Secretary Mar Roxas blew his top Saturday after learning that police allowed the owners of affected bars in Limketkai shopping complex to clean the blast site just hours after the incident.
 
"Ngayon lang ako nakakita ng crime scene na in less than 12 hours after the incident ay ni-release na. At hindi lang ni-release, hinayaan nilang kuskusin, linisin. Ibig sabihin, lahat ng mga ebidensya ay nawala na," he said.

Senior Superintendent  Graciano Mijares, Cagayan de Oro police chief, refused to comment on the matter until the investigation has been completed.
 
"Hindi ako pwedeng mag-comment dahil ipinapa-evaluate na kung tama ang nangyari. Hintayin na muna natin ang resulta," Mijares told GMA News Online in a phone interview.

Facial composites

Meanwhile, the police have already released computerized facial composites of the three suspects in the blast, but were tight-lipped on their identities.

"Ayaw na muna nating pag-usapan pero kung makikita ng ating mga kababayan ang mukhang ito, para mabigay 'yung information sa atin, there are three (suspects)," Purisima said.

Purisima said they are using all the resources available, including the local government units near Cagayan de Oro, to identify the group involved in the incident.

He added police are also talking with the victims to help determine the motive in the bombing.

"All of the victims are now being studied. Kinakausap natin sila. Pangalawa, we are gathering information from our intelligence units, tapos 'yung mga data na nakuha sa crime scene so everybody is working right now in Cagayan de Oro," he said.

NAPOLCOM policy on crime investigation
 
The National Police Commission's standard operating procedure ODIDM-2011-008 (Conduct of Crime Scene Investigation) does not have guidelines as to how long a crime scene should be cordoned off.
 
It only states that the investigator shall decide on the lifting of the security cordon and the release of the crime scene upon consultation with the SOCO Team Leader.  
 
Further, the investigator shall be responsible for ensuring that all potential evidence has been collected by the SOCO Team as any re-entry into the crime scene after its release to the owner will require a search warrant issued by the Court.
 
The investigator shall also ensure that an appropriate inventory has been provided by the SOCO Team and shall only lift the security cordon and release the crime scene only after completion of the documentation process, the same NAPOLCOM policy states. — KG/RSJ/HS/KBK, GMA News
