SWS: PNoy gets ‘very good’ satisfaction ratings from Yolanda victims


(Updated 1:39 p.m.) Although he has received criticism from some parties for his administration's response to super Typhoon Yolanda (Haiyan), President Benigno Aquino III got "very good" satisfaction marks from victims of the typhoon, according to a survey by Social Weather Stations.

SWS said this was the finding of its survey last Dec. 11 to 16, where Yolanda victims – which comprised 13 percent of Filipino families – gave Aquino a "very good" +54 net satisfaction rating.

"The December 2013 survey found higher satisfaction ratings for President Benigno 'Noynoy' Aquino III among victims of Yolanda compared to those who were not victimized by the super typhoon," the survey said.

But as expected, the victims also displayed a higher self-rated poverty, food poverty, and hunger rates compared to non-victims.

Malacañang, for its part, said it was grateful for the positive feedback to government efforts.
 
"It is gratifying that those who suffered greatly appreciate what their President and government have done to ease their pain and alleviate their plight, despite the shortcomings and challenges still being hurdled," Presidential Communications Operations Office head Herminio "Sonny" Coloma Jr. told GMA News Online in a text message.

During a press conference on Thursday, the Palace official also said they are also "inspired by this manifestation of support to government’s continuing efforts to help them rebuild their lives and build disaster-resilient communities."

Survey results

Yolanda devastated Visayas and Southern Luzon last November 8. It left more than 6,100 dead in its wake, and triggered a response from the international community.

The SWS said its survey showed the Yolanda victims even pulled up Aquino's net satisfaction rating for the last quarter of 2013 by a percentage point. Other findings include:

- Aquino's net satisfaction rating would have been net +48 instead of net +49 without the Yolanda victims
- Without the Yolanda victims, self-rated poverty would have been 52 percent instead of 55 percent
- Without the Yolanda victims, self-rated food poverty would have been 38 percent instead of 41 percent
- Hunger would have been 17.2 percent instead of 18.1 percent if the Yolanda victims were not factored in the survey.

The survey was done through face-to-face interviews of 1,550 adults in Metro Manila, Balance Luzon (Luzon minus Metro Manila), Visayas and Mindanao.

Sampling error margins of ±2.5% for national percentages, ±4% for Visayas, and ±6% for Metro Manila, Balance Luzon and Mindanao applied to the survey.

SWS' net satisfaction ratings consider scores of +70 and above as "excellent"; +50 to +69 as "very good"; +30 to +49 as "good"; +10 to +29 as "moderate", +9 to -9 as "neutral"; -10 to -29 as "poor"; -30 to -49 as "bad"; -50 to -69 as "very bad"; and -70 and below as "execrable."

'Very good' rating

Among the Yolanda victims, 73 percent were satisfied and 19 percent were dissatisfied with Aquino's performance as President.

This amounted to a net satisfaction rating of +54 (percent satisfied minus percent dissatisfied).

But among non-victims, 69 percent were satisfied and 21 percent were dissatisfied, for a net satisfaction rating of +48, classified as good.

In December 2013, the proportion of families rating themselves as Mahirap or Poor was 72 percent among Yolanda victims, compared to 52 percent among non-victims.

Some 58 percent of Yolanda victims considered themselves Food Poor compared to 38 percent among non-victims.

Overall Hunger, the proportion of families experiencing involuntary hunger at least once in the past three months, was 23.9 percent among Yolanda victims, higher than 17.2 percent among non-victims.

Moderate Hunger, those who experienced Hunger "Only Once" or "A Few Times" in the last three months, was 19.8 percent among Yolanda victims, and 14.7 percent among non-victims.

Severe Hunger, those who experienced it "Often" or "Always" in the last three months, was 4.1 percent among Yolanda victims, and 2.5 percent among non-victims.

Moreover, the SWS said 13 percent of families responded "Oo (Yes)" to the question, "Kayo po ba o ang inyong pamilya ay NASALANTA nitong nakaraang bagyong Yolanda? [Did you or your family suffer SERIOUS HARM during the recent typhoon Yolanda?]."
