DOJ spokesman is department’s new acting secretary


The spokesman of the Department of Justice has been named acting secretary following President Benigno Aquino III's appointment of his classmate Justice Secretary Alfredo Benjamin Caguioa to the Supreme Court.

Presidential Communications Secretary Herminio Coloma said Undersecretary Emmanuel Caparas has been appointed acting secretary.

Caparas, who's also a former chief regulator of the Metropolitan Waterworks Sewerage System, was named spokesman two weeks after Caguioa's appointment as justice secretary in October 2015.

Caparas got his degrees in economics and in law from the University of the Phlippines.

He started his career in law as a research attorney in the 1986 Constitutional Commission under the late former Chief Justice Roberto Concepcion.

Caparas then joined the Supreme Court in September 1986 as law clerk of then Associate Justice Florentino Feliciano and worked concurrently at the House of Representatives Electoral Tribunal.

He went into private practice in November 1989 when he joined the SyCip Salazar Hernandez and Gatmaitan.

After a stint with information technology firms, Caparas again joined the Supreme Court in 2008 as the head of its Management Information Systems Office.

He was also the chairman of the Court Technology Department of the Philippine Judicial Academy. -NB, GMA News
