STILL NO WAIVER BUT...

Duterte shows bank account balance from March 31, 2014

Davao City Mayor Rodrigo Duterte on Wednesday showed a certification of the balance of his Bank of the Philippine Islands account on March 31, 2014, amid allegations of multi-million peso deposits around that period.

In a press conference in Manila on Friday, Duterte showed a certificate showing his balance at P17,816.98 as of March 31, 2014.

The date was just three days after his birthday on March 28, when Senator Antonio Trillanes IV alleged that more than P200 million was deposited into his account as gifts.

Trillanes earlier demanded that Duterte present a transaction history of the bank accounts to disprove his claims ofP2.4 billion in transactions in the account.

"Dito natin makikita na si Mayor Duterte ay matapang lang sa salita, pero sa katotohanan ay bahag ho ang kanyang buntot," he said.

He added: "Hindi niya na-dispute [ang mga akusasyon ko]. Kung mali ang aking accusation, puwede niya akong ora mismo na kasuhan. Siya po ang naduwag dito sa katotohanan."

Pressed why he would not show the history of transactions of his account or a certification of his balance on March 28, 2014, Duterte said the bank said it could not certify something that did not exist in the first place.

"Ayaw nga mag-certify ng bangko kasi non-existent (March 28, 2014).... Nakakuha ako ng certification (March 31, 2014) because it is true," he replied.

He added that if it were really true that his accounts had that much in transactions as Trillanes alleged, then the Anti-Money Laundering Council should have flagged his accounts.

Duterte's spokesman Peter Laviña pointed out that March 28, 2014 is a Friday, meaning the next banking day is already on Monday.

However, as of May 3, the account already held more than P120,000.

The amount was supposedly deposited by Duterte's supporters after the account was publicized. The deposits included those as low as P5.

US dollar account

Duterte also showed the bank's certification of his US dollar account, which was also a part Trillanes' list of the mayor's alleged hidden wealth.

The bank certified that the account in question has $5,021.70 as of March 31, 2014.

Duterte said that the only deposit to the account was the $10 deposited by the camp of rival presidential bet Mar Roxas.

Roxas dared the local executive last week to bare details about his wealth.

Duterte also brought a balance statement of the said dollar account to prove that there was no movement in the said account.

However, the statement lacked some dates. It covered December 2013 to December 2014 and April 1, 2016 to April 30, 2016. No documents showed 2015 balance statements.

Julia Vargas face-off

Trillanes and Duterte's lawyer Attorney Salvador Panelo on Monday faced off at the BPI branch on Julia Vargas Avenue to supposedly examine the presidential candidate's bank records.

Duterte, however, failed to give Panelo a bank waiver that would have allowed the opening of his bank account.

The Davao City mayor indicated that he would issue a waiver if Trillanes executed an affidavit detailing his allegations and the source of his information regarding the bank deposits.

"Walang silang ipinakita. Sinabi ko ito na ang aking affidavit. Sabi nila na pipirma sila ng waiver, wala silang dala.... Talagang wala silang intensyon na pabuksan ito," Trillanes told Balitanghali in an interview on Monday.

In the affidavit, which the senator shared to members of the media, Trillanes provided a copy of the summary of deposits in the accounts under the name of Duterte.

"I asked the help of accountants and finance specialists to tally and figure out just how much money was actually deposited and/or transferred into the subject bank accounts. Their final tally shows that a total of P2,407,272,103.75 flowed into the subject bank accounts from 2006 to 2015," the senator said in the affidavit.  —Trisha Macas/JST/NB, GMA News
