Work suspension on Sept. 21 to cover Executive branch only — Palace

Malacañang on Wednesday clarified that the work suspension on September 21 would only apply to the Executive branch of government.

"The Memorandum Circular will only cover the executive branch of government, including local government units, and public schools at all levels, including state-and LGU- universities and colleges/technical and vocational schools," the Office of the Executive Secretary said in a statement.

"The other branches of government where the executive branch has no jurisdiction is not covered by the MC," it added.

The OES, meanwhile, said that government employees who would be assigned for work on September 21 should be remunerated through compensatory time-off for hours of work rendered, per Civil Service Commission rules and regulations.

It also reiterated that it would be up to the private companies and schools to suspend work and classes.

Malacañang also released a copy of Memorandum Circular No. 26 that suspended work in the Executive branch and classes in public education institutions, signed by Acting Executive Secretary Menardo Guevarra on September 19.



This was issued after President Rodrigo Duterte declared September 21, 2017 a National Day of Protest amid an upcoming rally against the 45th anniversary of Martial Law. He signed Proclamation No. 319 also on September 19.
