Comelec reminds civil servants: Campaigning for candidates not allowed

Civil servants who openly campaign for a candidate may face a complaint before the Civil Service Commission, a Commission on Elections official said on Monday.

Comelec spokesperson James Jimenez, in a press conference, said civil servants are allowed to express their political opinions. “What they are not allowed is to foist their political opinions on their subordinates,” he explained.

Jimenez also said civil servants cannot use the resources at their disposal to promote their personal opinion.

He was asked about tarps displayed in government offices welcoming or greeting potential candidates.

Jimenez advised the public to “bring it to the CSC. It is the CSC that will ultimately rule on that, not the Comelec.”

The election period for the May 2019 midterm elections will start on January 13, 2019.

The campaign period for senators and party-list group will be from February 12 to May 11, 2019.

Candidates for the House of Representatives and regional, provincial, city, and municipal posts will campaign on March 30 to May 11, 2019.
